| Ms. Cunningham uses her leadership and management skill to lead Project
Surveillance, Inc. in the delivery of inspection services for PSI clients. As president
and owner of Project Surveillance, Judith has been dedicated to building strong client
relations for over 13 years. She is committed to hiring expert civil inspectors and
matching their abilities to the client’s particular projects. Her high standards of
employment contributes to the quality of the services we provide.

Ruben Rodriguez |

| Mr. Rodriguez has been employed by Project Surveillance for over 5
years and has over 28 years experience in general construction and civil/structural
supervision. He has extensive experience with the City of Houston , METRO and the
Harris County Toll Rd. Authority. He has worked on road improvement projects and
Park & Ride Facilities for METRO and was the Construction Inspector Senior
Representative for the Sam Houston Central Toll Plaza Rehab. Mr. Rodriguez is
fluent in Spanish and is an integral part of our team.

A.R. “Bubba” Thompson |

Mr. Thompson is a seasoned site representative with over 30 years of experience in all phases of construction. Before joining Project Surveillance, Inc. he was employed by the City of Houston since 1973 and held the position of Chief Inspector for 5 years. He was involved with the Greater Houston Wastewater Program as a supervisor. Mr. Thompson managed the Extraterritorial Jurisdiction Quality Assurance Program. He was also responsible for supervision of the inspectors for the Street and Bridge section, water mains, sanitary sewers, lift station, force mains, water and wastewater treatment facilities.
He is currently assigned to the North Harris County Regional Water Authority projects. |

Brian D. Cunningham |

Mr. Cunningham has over 27 years experience in civil construction inspection.
As the Construction Manager for Landev Engineers, Inc. he was in charge of numerous inspection
personnel and construction projects including lift stations, WWTP, water plants, WS&D and paving.
Mr. Cunningham is currently Field Supervisor for Project Surveillance and is in charge of all field
personnel and coordination of projects with our team. Our current workload of inspecting over 100
projects exemplifies his ability to keep our projects organized and supervised.
Mr. Cunningham is fluent in Spanish. |

Javier Tellez |

Mr. Tellez has extensive experience in construction management, quality control, design, estimating, materials engineering, and procurement. Before joining Project Surveillance he held the position as Senior Construction Manager at the N.E. Water Purification Plant. He has a B.S. in Civil Engineering and is assigned to the North Harris County Regional Water Authority projects. |

Mr. Burke held the positions of Lead Inspector and Team Leader for the TCEQ for over 30 years. He has specialized technical knowledge of the internal and external workings of the Municipal Utility Districts and knowledge of state regulations pertaining to creating, funding and developer reimbursement. He is a qualified decision maker related to the interpretation of plans, specifications and standards. He was hired by Project Surveillance to oversee ongoing Water Authority projects. |

Ron Maas |

Mr. Maas has had over 30 years of experience in Civil Construction inspection. He has served as Harris County Flood Control District Chief Inspector where his duties included: preparation of daily inspection reports, interaction with contractor representatives, design and construction management personnel (both public and private) and the general public. Mr. Maas monitored the project to ensure that the plans and specifications are followed, oversaw the testing laboratory activities to ensure a quality product. Mr. Maas has extensive experience in: Detention Facilities, Channel Improvements / Rehabilitation, Storm drainage systems / Spillways / Diversion Structures, Concrete structures, Bridge Construction (New) and Replacement, Watershed Management: Review plans submitted by engineers, all construction activities within HCFCD ROW’s.

Gary Jones |

Mr. Jones has over 33 years of extensive knowledge with city government, management position involving departments of everyday operations within the City of Seabrook. He retired as Director of Public Works. Mr. Jones' responsibilities included all maintenance and operations of the City’s water, wastewater, streets and drainage infrastructure. His daily duties included planning, budgeting, presentations to the Mayor and City Council, engineering reviews and implementation of capital projects throughout the city. Mr. Jones has worked with various city advisory boards and commissions such as: Planning and Zoning and Parks Board to obtain citizen input and ideas for future development. |

Carlton Efird |

Mr. Efird has over 30 years of experience in general construction and civil/structural inspection supervision. He has served as Construction Inspector for the Texas Department of Transportation where his duties included inspection of Highways, highway sub-grade, concrete, asphalt, bridges, airports, welding, driveway, signals, sign, painting, and guard rails. Mr. Efird is extremely familiar with build forms and inspection for storm drains, electrical cable trays, roadways built on project, and concrete. inspection of Highways, highway sub-grade, concrete, asphalt, bridges, airports, welding, driveway, signals, sign, painting, and guard rails. Mr. Efird was also responsible for the inspection of the Palacious Municipal Airport, where his duties included sealing the runways, improve drainage and electrical work. |
